How is an oil terminal taken from construction to operation?

Mechanical completion is not the same as operational readiness. Each system advances through documented checks, safe energization, functional testing and approved startup gates before hydrocarbons are introduced.

Construction planning and site controls

Convert approved drawings and vendor requirements into work packages, method statements, inspection points, lifting and access plans, material control, interface registers, HSE controls and a practical construction sequence.

Civil, tank, piping and equipment works

Coordinate foundations, bunds, drainage, tank erection, piping, pumps, loading facilities, utilities and mechanical equipment against survey control, tolerances, welding, coating and preservation requirements.

Electrical, instrumentation and system completion

Install and verify power distribution, MCC, earthing, hazardous-area equipment, instruments, cables, control panels and communications, then compile discipline completion records by system and subsystem.

Pre-commissioning and readiness review

Complete cleaning, flushing, pressure and leak tests, calibration, loop checks, motor solo runs, valve stroking, software checks, punch management and readiness reviews before energization or product introduction.

Commissioning and controlled startup

Test utilities, transfer routes, metering, tank gauging, loading permissives, ESD, alarms, Cause & Effect and fire protection in an approved sequence, followed by controlled receipt, circulation, storage and dispatch of product.

Performance verification and handover

Close agreed punch items, verify operating functions and contractual performance, train operators and maintenance teams, and hand over as-built drawings, test records, certificates, manuals, spares and turnover dossiers.

Construction execution basis

Required inputs include the approved design basis, IFC drawings, site survey and geotechnical information, permits and authority conditions, equipment and vendor documents, logistics plan, local labour and subcontractor strategy, utilities, temporary works, HSE requirements, project schedule and the owner’s acceptance process. Site quantities, duration and manpower remain subject to the confirmed design and local conditions.

Quality, completion and interface control

The contracted plan may include construction work packs, inspection and test plans, material traceability, welding and NDT records, coating checks, equipment alignment, cable and instrument records, system boundaries, completion certificates, punch lists and turnover indexes. Hold points and responsibilities are agreed before work proceeds.

Commissioning philosophy and startup sequence

Systemization defines which equipment must be complete together and in what order utilities, fire protection, power, controls, storage and transfer systems become live. Procedures define prerequisites, isolations, test media, communications, emergency readiness, acceptance criteria, product introduction and contingency actions.

EPC delivery and client responsibilities

Simei Energy can deliver construction and commissioning as a defined package or integrate them with engineering, procurement and complete EPC. The client provides timely site access, approved inputs, permits and owner decisions according to the contract, and funds and pays for the project. Simei Energy does not provide investment, financing, EPC+F, BOOT, lease-to-own or deferred-payment funding.

What is the difference between pre-commissioning and commissioning?

Pre-commissioning verifies that installed equipment and systems are clean, complete, correctly connected and individually ready. Commissioning then operates integrated systems under approved conditions to prove their functions before normal service.

What is mechanical completion for an oil terminal?

Mechanical completion is the documented point at which an agreed system has been installed and inspected to the approved drawings and specifications, with only accepted punch items remaining. It does not by itself authorize startup.
