Brownfield Oil-Terminal Expansion & Modernisation

Simei Energy engineers capacity expansions, safety upgrades and control-system modernisation for operating petroleum terminals across Africa and the Middle East, combining verified existing conditions with staged tie-ins, controlled shutdowns and safe migration to the upgraded facility.

How should an operating oil terminal be upgraded?

Brownfield work starts with evidence. Existing drawings are checked against the live facility, then interfaces, temporary operating states, shutdown windows and commissioning stages are designed before construction begins.

01

As-built verification and condition survey

Confirm equipment tags, dimensions, elevations, pipe routes, structures, cables, control logic, hazardous areas and asset condition in the field.

02

Capacity and bottleneck definition

Use current and future throughput, inventory, loading cycles, hydraulics, utilities and downtime to identify the constraint the project must remove.

03

Tie-ins and shutdown planning

Define every mechanical, electrical and control-system interface, isolation boundary, outage duration, prefabrication need and reinstatement test.

04

Temporary operations and SIMOPS

Plan how receiving, storage, dispatch, construction and maintenance can coexist, including work permits, access separation and emergency response.

05

Safety and compliance modernisation

Review tank protection, overfill, ESD, firewater and foam, drainage, earthing, lightning, hazardous-area equipment, alarms and proof testing.

06

Staged migration and commissioning

Sequence energisation, loop checks, cleaning, testing, product introduction, cutover, performance verification and operator handover by system.

01

Existing-facility definition

Provide available as-built drawings, equipment and line lists, control narratives, incident or inspection findings, throughput targets, outage constraints, survey access and applicable standards. Simei Energy can coordinate topographic and geotechnical inputs, laser or conventional field verification, feasibility, concept, Pre-FEED and FEED.

02

Brownfield engineering package

Outputs may include verified markups, gap and condition register, debottleneck study, plot and routing changes, hydraulic checks, tie-in register, demolition and temporary-work drawings, revised PFDs and P&IDs, cause-and-effect, cable and I/O migration, hazardous-area review, shutdown plan, SIMOPS matrix, construction work packs and commissioning systemisation.

03

Upgrade equipment and execution

The scope may cover new or modified tanks, piping, pumps, meters, loading systems, tank gauging, automation, ESD, electrical distribution, firewater, foam, drainage, earthing and spill protection. Simei Energy can coordinate procurement, fabrication, inspection, construction, specialist supervision, shutdown execution, commissioning, training and complete EPC.

04

Site control and commercial boundary

The client controls operating authorisation, product movements, isolation acceptance, work permits, outage approval, existing-asset records and local permits. Simei Energy executes the agreed technical scope under the site safety system. The client funds and pays for the project; we do not provide investment, financing, EPC+F, BOOT, lease-to-own, deferred payment or profit-share funding.

Brownfield terminal upgrade questions

01

What information is needed before upgrading an operating terminal?

Available drawings, tag and line data, operating limits, inspections, throughput targets, outage windows and field access are the starting point; critical details are verified on site.

02

Can work proceed while the terminal remains operational?

Often yes, but only through defined SIMOPS zones, isolations, permits, traffic controls, temporary systems and emergency arrangements accepted by the operator.

03

How are tie-ins managed?

Each tie-in receives a location, service, isolation method, preparation scope, shutdown duration, test requirement, responsible party and reinstatement sequence.

04

Can old automation be migrated in stages?

Yes. I/O mapping, parallel infrastructure, interface testing, fallback arrangements and cutover packages can keep each stage controlled.

05

How are hidden existing conditions handled?

Surveys and trial verification reduce uncertainty, while design hold points and managed field-change procedures address conditions exposed during work.

06

Can Simei Energy upgrade fire protection and loading systems?

Yes. These can be assessed and integrated with tanks, pumps, piping, power, controls, drainage and phased terminal operations.

07

Does Simei Energy finance terminal upgrades?

No. The client funds the project. Simei Energy can deliver assessment, engineering, equipment, construction, commissioning and EPC under the agreed scope.
